A new permit fee schedule is in the works on a multitude of home improvement projects across Hernando County. These fees are being put into place by the County Commission in an effort to aid the Hernando County Building Department’s financial difficulties.
A $35 rise in cost is scheduled to be added to permits such as lawn sprinklers, boat lifts and swimming pools. Although, home building has slowed down, home improvements have been considered the “bulk” of the building departments business. The update to the permit costs has been coming for some time, as the last changes to permit fees were over five years ago.
The Hernando County building department is considered an “enterprise fund” that is to say that it is a self-supporting entity that provides goods or services to the public. Therefore, in order to be self-supporting the department needs to at least break even to function the way that we need them to.
According to Michael McHugh, the business development director in Hernando County, “We’ve been operating in fiscal distress, the objective here is to break even.”

Letters can be expected from the Hernando County School Board this week regarding the boundary changes for both incoming 9th and 10th graders re-zoned for Weeki Wachee High School. The new high school was built in an effort to help balance school enrollment, and appears to be succeeding in just that.
For the 2010-11 school year, nearly 846 students are expected to enroll at the new high school, which could take quite the load of Central High and Springstead High. Although, Springstead High will still be operating at 101% capacity, next year, that percentage should decline over the next few years.
Board member, Sandra Nicholson does not agree with the boundaries, “It’s probably the only way they could do it to download those schools. It’s just the principal of the thing,” Nicholson said. “The purpose of the school is to download Springstead and Central. It works well for Central, but it’s too far away for Springstead kids. I’m not happy with the site to begin with, and I’m just frustrated.”
Forms allowing students an option to attend a different school needed to be signed by parents and turned in by Friday. Within the next few weeks letters will be sent out to parents informing them of where their child will attend school for the upcoming year, so keep your eyes peeled!

Progress energy will be sponsoring the CCBA Spring Parade of Homes for Citrus and Hernando County starting on March 13th and running through to March 28th of 2010. All models will be open daily from 10:00 a.m. – 5:00 p.m. Monday through Saturday and on Sunday from 12:00 – 5:00 p.m.
In Citrus County, Florida the model homes that will be on display during the parade are from Sugarmill Woods Home Builders, Crystal River Home Builders, Lecanto Home Builders, and Beverly Hills Home Builders, just to name a few. In Hernando County, Florida model homes will be from Spring Hill Home Builders and Brooksville Home Builders.

The answer to that is “Yes”!! Even though the foreclosure situation is still an issue, it appears that less people are faltering on their home loans. According to the Seattle Times, the Mortgage Bankers Association stated the percentage of homeowners missing only one loan payment dropped .2% in the 4th quarter of 2009 from the 3rd quarter. The Nevada Appeal printed that numbers are down for the first time in 3 years of borrowers that are delinquent on at least one payment but where the foreclosure process has not yet begun. These are very good indicators that recovery is in sight!

On Saturday, February 20, 2010, the Hernando County Extension Service is hosting an open house at their new location at 1653 Blaise Drive! It has been the mission of the U.S. Marine Corps Reserve to collect new, unwrapped toys each year to distribute them to needy children for Christmas since 1947. This program is affectionately known as the Toys for Tots program. It enables less fortunate children across the nation to enjoy the spirit of Christmas and unite local communities for the common cause.

Starting on December 1, 2009 and continuing through for one year, impact fees will be cut nearly in half, reflecting the levels from 2001, according to a unanimous vote on Tuesday by the County Commission!
Although this was pleasing news to Hernando County businesses, many others are concerned about the cost to the community. According to John Bloom, the president of the United Communities of Hernando County, “Reducing the impact fees is going to put a burden on all the people in the community, you’re going to have to jack up the taxes.”
Gary Schraut, Commercial Investment Specialist at CENTURY 21 Alliance Realty, claims that the issue isn’t about the builders as “the enemy” but more about putting our residents back to work!

On Saturday, October 31st, 2009, Tractor Supply, located at 18741 Cortez Blvd, Brooksville, Hernando County, Florida will be offering low cost vaccinations for your pets through the Florida International Teaching Zoo.
Rabies vaccines for both cats and dogs will only be $6! The dog distemper/parvovirus vaccines as well as cat distemper shots will only run $14 and kennel cough/bordatella shots for dogs will only be $15.

Just east of Brooksville in Hernando County the “Gunstock” Outlaws Legends and Lace Music Fest will take place on Saturday, October 31st, 2009 at the Bull-It Arena, 27151 Soult Road, presented by the DD-214 Foundation.

The yearly comparison of home sales on a national level rose 9.2% according to the National Association of Realtors; this leap in sales is believed to have occurred due to the rush of first-time homebuyers to close sales by November 30th. The home sales in Florida alone raised 34% in September, however, the home sales in Tampa Bay, according to the Tampa Bay Realtors reported a mere 11% increase in their area.
When combining the sales of Pinellas, Pasco, Hernando and Hillsborough counties, only 236 more homes were sold this year, compared to 2008. Part of the problem is that many lenders are taking between 3-6 months to decide if a buyer qualifies for a mortgage loan; buyers are getting tired of waiting.
Home prices are still falling in the Tampa Bay area, though not as drastically as in the spring, however they are expected to continue on a slight decline as a new wave of foreclosures is expected to sweep the market in the near future.
